Inputs

The host supplies authenticated identities, canonical ordering, transaction serialization and trusted time. The engine receives the full query plus atSequence and authorityTime.

What the engine evaluates

Delegations, sub-delegations, constraints, budgets, expiry, revocations, approvals, approval consumption and historical explanations.

Possible decisions

AUTHORIZED, DENIED, REQUIRES_APPROVAL and UNKNOWN remain distinct outcomes. Unknown evidence is never silently converted into a denial or authorization.
